REPORT ON ANALYSIS OF THE IMPLEMENTATION OF NATIONAL
PROGRAMS IN THE FIELD OF EDUCATION AND SCIENCE

One. Purpose of the Analysis:
The purpose of this monitoring and evaluation report is to monitor and evaluate implementation of the national programs being implemented in the fields of education, culture, science and sports, to evaluate the achieved results by comparing the target levels with the levels achieved, to assess, to make recommendations, to provide management with accurate and actual information and to support the full implementation of the planned objectives.
Two. Evaluation Methodology:
A total of 14 national programs being implemented in the fields of education, culture, science and sports were analyzed and evaluated.
With the purpose to evaluate the results of the national programs implementation in 2020, there were produced reports on implementation of each national program in accordance with the “General regulation on monitoring and evaluation of policy documents implementation and activities conducted by administrative organization” approved the Government Resolution no.206 of 2020.
The methodology specified in the Article 6.2 of the abovementioned regulation was used to evaluate implementation of taken measures.
Specifically, the methodology indicates that:
90 percent - if objectives and measures have not been fully achieved, but necessary organizational measures have been taken, decision of the relevant organization has been made and the main results are beginning to appear.
70 percent – if decisions have been made, financial issues have been resolved, solutions for resolution have been submitted to a higher-level organization or results are starting to emerge to some extent.
50 percent – if activities of preparation and development stages for a particular objective or measure have been fully completed and implementation has been started to some certain extent.
30 percent - if activities of preparation stages for a particular objective or measure have been completed and development stages are ongoing.
0 percent – if activities related to preparation stage as necessary calculations, research and problem identification have been started to be implement for objective or measure, or no work has been done to implement objective or measure.
The implementation of objectives and measures stated in policy documents shall be calculated in accordance with the methodology specified in the Articles of 6.2.1 and 6.2.2 of this regulation, and the implementation of the policy goals and objectives shall be transferred to the following categories based on the average implementation evaluation score:
“effective” if goals and measures are well defined, criteria and targets are fully achieved, organization and management is good, and the results are fulfilled – 100 percent.
“Certain results achieved” – if criteria and targets are not fully met, some results are starting to appear, and it is necessary to intensify implementation and effectiveness – up to 70-99 percent.
“necessary to intensify” – if criteria and targets are not fulfilled, there is necessity to strengthen organization, management and accountability, improve activities and goal-oriented measures – up to 31-69 percent.
“ineffective” – if there is necessity to identify goals and measures, criteria and targets are not fulfilled, allocated budget has been spent ineffectively and inadequate organization and management – up to 0-30 percent.
The analysis and evaluation were conducted based on consolidated and reviewed implementation reports on national programs submitted by the relevant units of the Ministry, its affiliated organizations and the Department of Education of aimags and the capital city, and the information collected from interviews with some officials responsible for implementation of certain measures.
Outcomes of each planned activity were calculated, criteria and targets were compared with actual level of results appeared at the time when the evaluation was conducted, and the performance level was assessed by percent.
Three. Evaluation of the results of the policy objectives implementations or issues covered in the analysis.

Clarifications to some of the above-mentioned national programs:
1. Implementation of the “National Program on English Language – 2” was not specifically addressed in the previous year’s report as this program was implemented under the scope of the national programs as the “Education for Sustainable Development National Program and “Education”.
2. Implementations of the “National Program on English Language – 2” and the National Program “Student with income” were completed in 2020. Implementations of the “National Program on Development of Research-based Universities”, “National Program for Improving Legal Education for All” and the I stage of the “Education for Sustainable Development National Program” were also completed in 2020.
3. Some goals and activities of the National Program “Student with income”, “National Program on Development of Research-based Universities”, “National Program on Development of Mongolian Studies” and Open Education National Program “One Mongolia” were not implemented due to the spread of pandemic throughout the world.
4. As the “National Program for Improving Legal Education for All”, “Education for Sustainable Development National Program”, “National Program to cultivate patriotism in children and youth” and “Child Development and Protection National Program” are jointly implemented with other relevant ministries, implementation reports of the relevant provisions were provided.
5. Submission of the implementation reports of the “Program on Development of National Innovation System”, “Mongolian Script National Program -III” and “National Program to support school food production and service” was not available as these programs were approved in 2020, and their action plans were finalized in the fourth quarter of the year.

Four. Conclusion:
Each objective implementation of the national programs was evaluated in accordance with the “General regulation on monitoring and evaluation of policy documents implementation and activities conducted by administrative organization” approved the Government Resolution no.206 of 2020. The average implementation rate was 84,4 percent. The review of the submitted reports revealed that the implementation of the recommendations given in the previous year was insufficient. The reports were incomplete and not submitted in good quality within the specified time.
Five. Recommendations:
1. To develop and approve action plans to implement the measures, which implementations were evaluated as criteria and targets were not fully met, some results were starting to appear, and with the need to intensify implementation and effectiveness; and to increase accountability of the directors of the department and division for the implementation of the planned measures,
2. To report on each activity to be performed under each objective,
3.To provide precise report on expenditures, and include expenditure report to implementation report,
4. To submit implementation report on time as the Report on Analysis of the Implementation of the National Programs should be submitted to the Cabinet Secretariat of the Government of Mongolia in accordance with the “General regulation on monitoring and evaluation of policy documents implementation and activities conducted by administrative organization” approved the Government Resolution no.206 of 2020.
