NATIONAL PROGRAM FOR THE DEVELOPMENT OF MONGOLIAN STUDIES

One. General grounds

In today's highly competitive world, it is important to expand Mongolian studies internationally and regionally, to promote it scientifically, to create a favorable environment for Mongolian studies, and to develop it sustainably.

The scope of Mongolian studies includes Mongolian language, culture, history, archeology, ethnography, social, economic, political and legal fields. This program is the basis for enhancing Mongolia's prestige and position, implementing national security, foreign policy concepts, policies for the development of Mongolian studies, and being the foundation of the world’s Mongolian studies.

In recent years, the Government of Mongolia has established a National Council for Mongolian Studies under the Prime Minister of Mongolia, which is responsible for developing and implementing a policy for the development of Mongolian studies and coordinating its various activities. The Mongolian Studies Support Fund has been established for the purpose of increasing the effectiveness of Mongolian studies, promote them around the world, research, encourage young researchers, train and empower them, discover, research and validate the original historical and national cultural heritage, and involve foreign scholars in this work, by fostering close cooperation with them, and promote and sponsor Mongolian studies in Mongolia and abroad.

In the future, to intensify the activities of Mongolian studies, to expand modern Mongolian social, political, economic and legal research, to involve foreign researchers in this field, to implement projects and programs, to contribute to the social and economic development of Mongolia, to introduce research results, there is a need to implement a “National Program for the Development of Mongolian Studies” in order to promote and disseminate science and strengthen the continuity of Mongolian researchers.

Two. Goals, objectives and implementation period of the national program

2.1. The purpose of the program

It aims to expand, promote, disseminate Mongolian studies internationally and regionally, to create a favorable environment for the activation of Mongolian studies and to strengthen language and cultural immunity.

2.2. Program objectives

The program aims to:

Objective 1. To improve the quality of research and studies in Mongolian studies.

Objective 2. To expand cooperation between foreign and domestic organizations and scholars working in the field of Mongolian studies and to improve the research environment and conditions.

Objective 3. Strengthen the succession of senior and young scholars and researchers by supporting the activities of foreign and domestic Mongolian research centers.

Objective 4. To study the national history and national cultural heritage, strengthen the national immunity, and promote Mongolian studies on a scientific basis abroad and at home.

2.3. Duration of the program

The program will be implemented between 2018-2021.

Three. Implementation within the framework of the national program

The objectives set within the framework of the National Program for the Development of Mongolian Studies will be implemented in the following areas:

3.1. The following activities will be implemented within the framework of improving the quality and efficiency of research in the field of Mongolian studies:

3.1.1. To expand the scope and topics of basic research works in the field of Mongolian studies and to improve their quality;

3.1.2. To bring the content and publication of scientific journals and series of Mongolian studies to international standards;

            3.1.3. To support the translation and publication of the best internationally recognized works of Mongolian studies and to make them available to the public;

            3.1.4. To identify rare research materials and documents related to Mongolian history and culture preserved abroad and at home, and to put them into scientific circulation.

3.2. Within the framework of expanding the cooperation of foreign and domestic organizations and scholars working in the field of Mongolian studies, and improving the research environment and conditions, the following activities will be implemented:

3.2.1. To support and coordinate the cooperation of Mongolian scholars, to provide information, to increase the number of organizations aimed at disseminating Mongolian studies, and to support their activities;

3.2.2. To increase the quality and quantity of Mongolian studies exchange programs and joint projects, increase the number of Mongolian researchers and improve the quality of research work;

3.2.3. Increase the number and scope of regional conferences on Mongolian studies to be held in Asia, Europe, North America and elsewhere;

3.2.4. Expanding the scope of the International Congress of Mongolian Studies Scholars and the Conference on Mongolian Studies to organize drafts on a regular basis;

3.2.5. Establish a reading room for Mongolian studies, create a favorable research environment and conditions, and constantly enrich the electronic database.

3.3. The following activities will be implemented within the framework of strengthening the continuity of senior and young scholars and researchers by supporting the activities of foreign and domestic Mongolian research centers:

3.3.1. To intensify activities on Mongolian studies abroad and support the establishment of a new center;

3.3.2. Expand the leading centers of Mongolian studies in Mongolia and support their activities;

3.3.3. To organize regular summer trainings for young international Mongolian researchers;

3.3.4. Scholarships for foreign Mongolian researchers to study for master's and doctoral degrees at Mongolian universities;

3.3.5. To support exchange and professional development activities for young researchers through exchange studies in Mongolian research centers;

3.3.6. Organize regular international student research conferences.

3.4. Within the framework of studying the original history and national cultural heritage, strengthening the national immunity, and promoting and disseminating Mongolian studies on the basis of science, the following activities will be implemented:

3.4.1. To promote the unique nature of Mongolia, its traditional customs, way of life, culture and mentality, and to organize regular inheritance activities for the youth;

3.4.2. To organize trainings and field trips for the younger generation to instill in them a sense of pride in the history, language and culture of their country and nation;

3.4.3. Create, regularly enrich and inform the electronic database of Mongolian studies;

3.4.4. To organize international Olympiads on Mongolian language and history among foreign students;

3.4.5. To promote the state policy on Mongolian studies, foreign and domestic centers of Mongol studies, researchers and research works to the public;

3.4.6. Establish a system for open selection and support of the best works of Mongolian studies and rewarding the best Mongolian researchers;

3.4.7. To promote the tangible and intangible cultural heritage of the Mongolian nation abroad and at home, and to organize exhibitions of Mongolian history and culture in world-renowned museums and centers.

Four. National program implementation indicators

The results of the program will be evaluated by the following criteria, and the 2017 data will be used as a baseline:

Five. Monitoring the implementation of the national program

         5.1. The National Council for Mongolian Studies is responsible for coordinating and monitoring the implementation of the program.

         5.2. The state central administrative body in charge of science shall monitor and evaluate the implementation of the program and submit it to the Government for discussion by the National Council for Mongolian Studies.

         5.3. Based on the progress monitoring and evaluation findings and recommendations, the program's action plan and indicators may be amended in accordance with relevant laws and regulations.

Six. Funding for national program activities

        6.1. Funding for the program will consist of the following sources:

6.1.1. state and local budgets;

6.1.2. loans and grants from international organizations and donor countries;

6.1.3. donations from non-governmental organizations, business entities and citizens;

6.1.4. other sources not prohibited by law.
