ORDER OF THE MINISTER OF EDUCATION, CULTURE,
SCIENCE AND SPORTS OF MONGOLIA

[To amend and change regulation]
1.14. Higher education institution may adjust enrollment gender ratio for professional programs which have gender-imbalance.
2/1.15. Section:
1.15. A Mongolian citizen who passed commonly used, internationally recognized examination, obtained certificate from appropriate authority and did not take General Entrance Examination stated in Section 2.1 of this Regulation shall follow Section 7.1.4 of this Regulation for enrollment in higher education institution.
2.7. Higher education institution entrant must pass Mongolian language and writing test. Mongolian language and writing test shall be organized 2 times each year. Citizen may take next examination if scored low in the first examination and failed to take the first examination due to reasonable reason.
4/2.8. Section:
2.8. In order to organize transparent and open General Entrance Examination, works performed by examinees can be corrected directly using information technology.
2.9. Education Evaluation Center shall provide additional examination class and necessary equipment to an examinee with disabilities and organize extension of examination time.
4.3. Organization of Student Entrance Examination by higher education institution shall be completed within 10 working days starting from the date of General Entrance Examination score announcement to public.
7/4.4. Section:
4.4. Higher education institution shall determine knowledge and ability of entrant to study particular program and specialization, make selection of subjects to be taken by entrant for particular group of study program. It is required to take General Entrance Examination on at least 2 subjects.
8/4.5. Section:
4.5. Entrant who passed General Entrance Examination stated in Section 2.1 of this Regulation and met enrollment requirement of higher education institution must submit essay describing his/her readiness to study (learning achievement), talent, skills, experience, personality and plan to study. Admission committee of higher education institution should review and assess essay of entrant.
9/Seven. Miscellaneous
7.1. Higher education institution may admit a citizen without score of General Entrance Examination in the following cases, if:
7.1.1. A citizen with higher education to obtain second higher education;
7.1.2. A citizen with diploma education (college graduate), or graduate of specialized professional secondary school to enroll in full-time or part-time bachelor's’ degree program on his/her specialization.
7.1.3. A learner to participate in 1 year conversion training
7.1.4. A citizen who obtained foreign country secondary education, passed commonly used, internationally recognized examination and received approval on recognition of examination score from the Education Evaluation Center. Information on student admitted to higher education institution under this condition shall be added to the Education Sector Information System.
7.1.5. Director of Education Evaluation Center shall approve Procedure on Methodology of Recognition stated in Section 7.1.4. in consultation with the unit responsible for secondary education policy of the state central administrative body in charge of education.
7.1.6. To transfer from study in foreign country to higher education institution of same level.
2. To change provisions 1.5.2; 2.2; 2.3; 6.1. of the “Student Enrollment Regulation” approved by the Order of the Minister of Education, Culture and Science no. A/79 of 2013 “To re-approve Regulation” in following manner:
1.5.2. Higher education institution shall accept applications of citizens who have passed General Entrance Examination and shall admit citizens who fully meet requirement set by higher education institution. Besides score of General Entrance Examination, higher education institution can define and follow its own criteria (grade of Certificate of Complete Secondary Education, reference of teacher, essay, talent and skill test, interview). Criteria of higher education institution should not require examinee to take additional knowledge test and requirement to consider result of this additional test.
2/2.2. Section:
2.2. General Entrance Examination shall have form of test and other forms which will be prepared based on content difference of (compulsory) subjects I as Mongolian Language, Mathematics, Social Study, Mongolian history, English language, Russian language, Chemistry, Physics, Biology and Geography and (in-depth study, elective) subjects II. Mongolian language and writing test are mandatory for all citizens who take General Entrance Examination.
3/2.3. Section:
2.3. General Entrance Examination can be organized one time in one academic year. Date of General Entrance Examination shall be determined by the “Education Evaluation Center” in consultation with the state central administrative body in charge of education.
4/6.1. Section:
6.1. Citizen willing to enroll in higher education institution shall submit an application /form of application/, essay /expressing desire, interest to study in particular program/ and related documents within a specified period to particular higher education institution.
4. Remove Provision 1.13 of the Regulation.
5. Assign Higher Education Policy Department /T.Amarjargalan/ to organize implementation of this Order, and Monitoring, Evaluation and Internal Audit Department /Z. Enkhbold/ to monitor implementation.
