USD 4 MILLION PROJECT TO STRENGTHEN SCHOOL SAFETY AND PREVENT VIOLENCE IN SCHOOLS

The Government of Mongolia and the Asian Development Bank (ADB) have signed a grant agreement for a USD 3 million project aimed at strengthening systems to prevent and respond to violence against children and women. The Government of Mongolia will provide an additional USD 1 million in counterpart funding, bringing the total project financing to USD 4 million.

The project, titled “Preventing and Responding to Gender-Based Violence in Mongolia,” will implement comprehensive measures to improve safety in school environments, enhance access to support services for children and women affected by violence, and strengthen policies and systems for violence prevention and response.

FOUR SCHOOL DORMITORIES TO BE UPGRADED INTO SAFE AND INCLUSIVE ENVIRONMENTS

Under the project, four school dormitories will be upgraded to meet safety, security, and disaster resilience standards. This is expected to provide a safer and more inclusive learning environment for approximately 19,500 students, including children with disabilities.

In addition, a comprehensive violence prevention programme will be implemented in 12 schools. Key activities will include:

  • Updating educational materials and learning resources;
  • Strengthening the knowledge and skills of teachers and school staff;
  • Increasing the engagement of parents, caregivers, and local communities;
  • Preventing violence and bullying in school environments; and
  • Implementing digital safety initiatives to protect children from online harassment and abuse.

IMPROVING SUPPORT SERVICES FOR CHILDREN AND WOMEN AFFECTED BY VIOLENCE

The project will introduce prevention, rehabilitation, and empowerment programmes for survivors of violence, as well as children and young people in vulnerable situations, while improving the quality and accessibility of essential support services.

It will also strengthen the professional knowledge and skills of teachers, social workers, psychologists, and other frontline service providers who work directly with children and families.

Furthermore, the project will support policy and institutional reforms aimed at preventing and responding to violence against women and children, with particular attention to strengthening mechanisms to address emerging forms of violence in the digital environment.

PROJECT FINANCING

The USD 3 million grant will be financed through the following contributions:

  • USD 1 million from the Asian Development Fund (ADF);
  • USD 2 million from the Government of Japan, through the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR).

An additional USD 1 million will be contributed by the Government of Mongolia, bringing the total project financing to USD 4 million.

The project represents an important step towards ensuring that every child can learn in a safe, inclusive, and violence-free environment. It will also strengthen the education sector’s capacity and role in preventing and responding to violence against children and women.
