Within the framework of the initiative, the Prime Minister of Mongolia developed the comprehensive action plan "Freeing Every Mongolian Child from the Knowledge and Skills Gap 2026–2028" for the education sector, presented it to the Cabinet, and had the resolution

According to the PISA 2022 assessment, 15-year-old Mongolian students with basic education lag behind their international peers by five years, and 50% of students in rural areas have fallen behind their urban counterparts in terms of knowledge.

  • (i) Establishing a modernized educational ecosystem through comprehensive curriculum reform.
  • (ii) Implementing a three-pillar teacher policy and relieving educators of excessive workloads.
  • (iii) Eliminating quality gaps between urban and rural, as well as public and private schools, and realizing the concept that the nearest school should be the best school.
  • (iv) Improving governance and management through apolitical, professional appointments and the formation of highly qualified management teams.
  • (v) Establishing a fair, objective, and transparent evaluation system.
  • (vi) Accelerating digital transformation by providing every teacher with an AI assistant and every student with an AI tutor, and by developing a planning and reporting system driven by big data.
