- The Ministry will provide state support to improve the dormitory facilities of state-owned vocational schools and polytechnic colleges.
- The Ministry will explore the possibility of transferring unused equipment from state-owned institutions to other programs or facilities where there is an operational need.
- An assessment will be conducted regarding the number of administrative and management personnel in state-owned institutions, and a new set of standard staffing norms will be approved.
- Future authorizations for educational programs will be issued in strict alignment with labor market demand and regional development policies.
- Operating licenses and permits will be suspended for programs that have failed to enroll students or conduct training for a period of two years or more.
