
Negotiations on Development Cooperation Between the Government of Mongolia and the Government of the Federal Republic of Germany was held successfully in Ulaanbaatar. As a result of the negotiations, the Government of Germany has agreed to provide grant funding of 43.1 million euros to support Mongolia's development policy reforms. This support will focus on education, private sector development, environment, climate, and energy.
In the education sector, a €5 million funding package has been announced under the Cooperative Technical and Vocational Education and Training II (cTVET) project, which will expand dual training in “green professions” and strengthen the connection between employers, training institutions and government agencies.

The Ministry of Education has successfully implemented dual training in the field of vocational and technical education, in collaboration with the Mongolian National Chamber of Commerce and Industry and the GIZ. In 2024–2025, 147 students studied while working, and this academic year, more than 1,600 students are enrolled in cooperation with 20 educational institutions and more than 60 business entities.
Dual training will provide students with the opportunity to "learn while working, and work studying" making a significant contribution to increasing employment and creating sustainable jobs.
