
Minister of Education L.Enkh-Amgalan held a meeting with relevant officials regarding peer bullying. In the 2025/2026 academic year, a total of over 1.28 million students - representing one-third of Mongolia’s population - are enrolled in schools. 79% of these students responded that bullying exists.
Impact on victims of bullying:
- Anxiety, depression, and loneliness
- Decreased self-confidence
- Loss of trust in people (continuing into adulthood)
- Development of long-term stress
Furthermore, there is a lack of a unified prevention system, schools are operating only within their individual capacities, children's voices are insufficient, data is inconsistent, and no specialized solutions exist for cyberbullying.
While attention is focused on bullies and victims, focus must also be directed toward bystanders who witness or are aware of the bullying but act as if they do not know - as they lack the knowledge and information to protect others and are failing to raise their voices.
Therefore, it is essential to implement:
- A unified law against peer bullying
- Policy models and training curriculum for school guidance implementation
- Detection and reporting systems
- Specific response measures ranging from minor to serious interventions

- School Culture: Changing the school culture
- Prevention: Integrating prevention education and programs into student curricula and textbook content
- Case Management: Response measures for bullying cases
- Legal Regulation: Digital environment protection and accompanying laws
- Monitoring and Evaluation: Creating a digital system for detection, registration, and reporting.
