
In April 2024, the Ministry of Education signed a Memorandum of Understanding (MoU) to cooperate with the Erfurt Chamber of Commerce and Industry (IHK Erfurt) of Thuringia, Germany, FAV Service gGmbH, and the "Development" Vocational Guidance and Education Center. A formal agreement followed in July of the same year.
In response to the current shortage of skilled labor in Mongolia, these parties are conducting joint pilot studies and providing support to help young people make informed career choices.
Research findings indicate that while approximately 40,000 students graduate annually in Mongolia, only 28.5% (roughly 10,000) secure employment immediately.
Furthermore, the data reveals that nearly two-thirds of these employed graduates are working in fields entirely unrelated to their specialized professional training. To address this, disconnect, the parties have agreed to provide opportunities for youth to pursue vocational education through the dual study system.
During the 2024–2025 academic year, the program provided career guidance to over 7,000 students in grades 11 and 12 across 20 general education schools. This initiative included facilitating connections to the education and labor markets, providing essential information, and organizing practical training in collaboration with private enterprises.
